Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday 18th January 2005

The Chairman opened the Meeting at 18.00 hours.

The Minutes of the Meeting held on 28th December 2004 were adopted without amendment.

Matters arising.

1) Environment Agency- following representations made the Agency are looking into the certification on the Belvedere site concerning waste disposal.

2) Replacement Local Plan- Cllrs. Glynn & Bigg have reviewed and proposed that 8 objections be withdrawn and 32 remain in place. Agreed. The Clerk to respond.

3) Hutton Parish Council and the issues concerning planning procedures raised at the Parish Voice meeting on 15th December 2004. The Chairman advised the meeting that he has asked the Clerk to distribute the response from NSC which covers the Authority’s approach to planning issues.

4) Airport Car Parking- from press coverage it appears that a village close to Stanstead Airport is encountering similar problems with cars being left for long periods to avoid car park fees.

5) 9 Alburys- following a site inspection the Committee overturned the officer’s recommendation and turned this application aside.

North Somerset Planning Committee Minutes – the Clerk commented on the minutes of the South Area Committee dated 15th December 2004.

Other Planning Issues

1) Letter from Mr. B Patterson enclosing a copy letter of objection addressed to NSC on the application to build a cider press at the Walled garden. General discussion ensued and Cllr. Glynn will look into the height of the new structure as from Mr. Patterson’s letter it appears to be 24 feet whereas from the plans submitted it did not appear to be this tall.

2) Hand rail at The Paper Shop- NSC response that planning permission not required.

3) Consultation document on waste planning in the west of England 2020. Response by 28th February.

4) Planning in the Forest of Avon Consultation- comments to be in by 23rd February.

5) Aerial at Barber House, Broad Street. Whilst not enforcement issue it is in the Conservation Area and as such is not seen as best practice. After some discussion the Clerk was directed to write to the agents acting in the sale to see whether there is a possibility of it being relocated.

6) Holly Cottage, Butts Batch- in a state of disrepair and the Clerk is to seek policy guidance as to procedures if the property deemed to be in a dangerous state and a hazard.

7) Mention made of the new on-line planning proposals and those Councillors with broadband encouraged to visit the web sites of Councils who have the system in place. Cllr. Bigg mentioned that she had looked in to the Oxford Council site and it was not interactive. The Clerk mentioned that in a recent discussion with a firm of architects who had experience of the system that they were receiving requests from planning officers for paper copies of applications due to the entry onto the system being cumbersome and time consuming.

8) Cllr. Moss asked whether they was any news of the ownership of the tree in South Meadows set on a green area as it is in need of pollarding- Cllr. Yamanaka will take forward.

There being no other business the meeting was declared closed at 19.05 hours.

04/P/3345/WT The Lodge, Wrington Peverel Management Services Holm Oaks- general maintenance as branches have grown over power lines. Yews- 30% reduction and reshape. No comment.
04/P/3354/F Broadlands, Wrington Hill Hodgkinson Replace flat roofs with pitch roofs. No objection. The Council consider that to minimise visual impact from the south the roofline needs to be stepped at some point.
05/P/0044/TPO Uplands, West Hay Road Excell London Plane- crown raise by 5-6m Cllr. Clements declared an interest. No objection. The Council would suggest that the crown be raised to a maximum 6m and not by 6m. Alternatively to raise the crown by a maximum 3m from the lowest branch
