Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday 26th July 2005
The Chairman opened the Meeting at 18.00 hours. The Minutes of the Meeting held on 5th July 2005 were adopted. Matters arising. Nil Public Participation Mr. Neve of Sustain Ltd spoke to the Meeting on the background to the application submitted by North Somerset Council relating to Wrington School and the energy saving work on one of the “Elliott” type temporary buildings. He gave a brief introduction into the government’s policy on supporting energy efficient saving. Sustain’s role has been to provide innovative ways of achieving these goals and public awareness. The energy companies over the next 3 years have a budget of £1bn for energy conservation. Two projects have been identified in Wrington with the School being the first to go to planning. The other is the Wrington Surgery and will be the subject of an application in due course. The aims for the school are to insulate heavily with a view to making working and learning conditions more acceptable. When questioned why conventional materials not being used it was countered by saying that the insulation for the roof, which will be sheep’s wool, has been donated and it is hopeful that the straw bale external insulation. It is being used as a test case and set against an “Elliott” building which is to remain in its present condition. Hopefully the interest and results will make the Wrington populace more aware of energy conservation. 2) The Piggery- Certificate of Lawful use- still not determined and now outstanding over 13 weeks. 3) Land adjacent to 9 Garstons- Cllr. Glynn advised the Meeting that the Planning Officer has rejected the current plans as not being of a dormer bungalow design this after much lobbying from the Parish Council. this after much lobbying from the Parish Council. 4) Enforcement Notices- no mention made of Gatcombe Farm and Hailstones Farm (the latter because there is a current planning application before officers). The Clerk directed to ask why Gatcombe Farm not included... 5) The Clerk gave details of appeal case relating to Lulscott, The Old Forge and the Airport Tavern where all dismissed with costs to the Council. For planning applications and comments see attached sheet. 2) Clerk mentioned that Brockley Parish Council had written objecting to the proposed application for change of use from agricultural land to airport car parking at Wrington Warren. 3) The Plough- variation of licence. The Clerk read out details of the proposed new hours and was directed by the meeting to write and object adopting the same line as with the Golden Lion but omitting the lack of car parking as the Plough has a sizeable car park. |
