Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday 3rd May 2005

The Chairman opened the Meeting at 18.00 hours.

The Minutes of the Meeting held on 12th April 2005 were adopted without amendment.

Matters arising.

1) Signs Long Lane. In response to a comment from the floor the Clerk explained that NSC has tried to remove the signs but the manner of fixing them was such that they have had to call in outside contractors. The Clerk had suggested that they should speak with the owner to request they be removed.

2) Parish Voice- the Chairman outlined that nature of this Meeting and the advance notice required to give NSC time to prepare. The state and quality of repairs to the Highways was mentioned and the Clerk explained the current internal problems that NSC was encountering.

Cllr. Thorn asked whether under the Freedom of Information Act the Council enjoyed any measure of “qualified” privilege. The Clerk said that even meeting notes, if retained, qualified as information to be disclosed if a request under the FoI was received. Requests could be made of any Councillor for disclosure of information and Cllr. Clements made the point that if the Councillor did not hold the information but knew of its whereabouts then the applicant should be directed to the proper source.


Other Planning Issues

1) North Somerset Replacement Local Plan. The Clerk mentioned the response from GOSW and the point was made that planning was becoming more remote.

2) Golden Lion- Licence Application. Whilst not received to date the application to extend opening hours linked with longer “entertainment” hours has provoked considerable comment with the Village. The Clerk was directed to write to the Licensing Authority voicing concerns and objections based on: - noise, lack of public transport and car parking, centre village location and recent problems on a regular basis, with vandalism and car crime within the Broad Street area where the public house is situated. The Community Police Officer also t be informed of the Council’s concerns with a view to enlisting his support

There being no other business the meeting was declared closed at 19.35 hours.

05/P/0867/F Lyehole Farm, Redhill Reid Replace fibre cement monopitch roof to cowshed with traditional tiled pitch roof. Reduce eaves height one side to original & rebuild gable ends. No comment
05/P/0897/F Recreation Field, Wrington Wrington PC Skateboard Park The Parish Council is Trustee and unable to comment.
05/P/0910/F Hailstones Farm, Redhill Barnes Change of use from farmhouse to B&B/holiday accommodation with parking. Object. This cannot be regarded as legitimate holiday accommodation as there is inadequate provision for kitchen facilities. The site is already subject to enforcement issues relating to illegal airport car parking.
05/P/0937/F 9 Brooklyn, Wrington Stalworthy Construction of rear dormers, roof lights to front elevation The Council is concerned that this will set a precedent and would recommend that the materials used for the windows and frames are sympathetic to the property and its neighbours.
05/P/0942/F 21 Lawrence Road, Wrington Perry 2-storey side extension & garage Cllr. Moss declared an interest. Object to the garage- it will break the building line and the bulk will give the impression of overdevelopment. It will give an adverse effect on the street scene.
