Declaration of Members Interests - nil

The Minutes of the Meeting held on 25th April were adopted with one minor amendment under Planning applications for BIA for “grass verge” read “sign”.

Matters Arising

BIA Silver Zone signs- at the last Meeting it was commented on that the application only covered one sign, on the south side of the road. It transpires that a similar sign is now in place on the north side of the road although it is located further into the site. It is presumed that BIA consider that planning permission is not required as it is not visible from the highway, however, it is still in the green belt and NSC views should be sought.

Brook House- Linden Homes has indicated certain revisions to the scheme shown on display at the Church.

Buglers- now referred to the Conservation Officer direct.

Replacement Local Plan- Cllrs. Glynn and Bigg attended a briefing session with NSC. The consensus of opinion was that the Inspector was supportive of NSC and this may be used as a buffer when the Regional Spatial Strategy proposals are implemented.

Cllr. Matthews was concerned at the acceptance of the extension of the Village fence for the extension of industrial land and that the Council should lodge it thoughts before the RLP is passed. Cllr. Glynn thought that traffic issues need more consideration. Cllr. Clements offered an opposing view as he considered the changes to be minor in relation to the employment possibilities for the Village. It was left that Cllr. Glynn would write a paper covering these issues and circulate all Councillors so that all views taken into consideration and then collate and write formally to NSC- this needs to be urgently as it is going before the Executive and the full Council on 6th June..

Open land- Cllr. Bigg will obtain a map so that this subject can be moved forward.

Public Participation - Nil

Planning Applications

For planning applications and comments see attached sheet.

Other Planning Issues

1) Forest of Avon newsletter available for reading.

2) Brook House- if the plans are received in time for the 6th June meeting then the Clerk will advertise and also set an alternative date purely to discuss this matter. It was generally felt that a Monday evening would be preferable.

3) Gatcombe Farm- an offer for the owners to attend the 6th June meeting is to be extended.

There being no other business the meeting was declared closed at 19.00 hours.

Planning Applications
Application Address/Location Applicant Development Proposal Comments
06/P/0956/F 2 Ashford Rd., Redhill Palmer Garage Object-the proposed location is well in front of the building line and will have a negative impact on the character of the road.
06/P/0963/F Winters Lane, Redhill Taylor Stables & Hay barn Object- unsuitable location as there is insufficient room for grazing and exercise particularly as there are no bridleways nearby and the lanes are narrow and used by “aircraft spotters” at the rear of Bristol International Airport. You may refer to the British Horse Society who has guidelines on what is considered acceptable conditions in terms of exercise and keeping horses.
06/P/0977/F Tamerton, Cox’s Green Fowler Replace part existing roof to produce additional bedrooms & bath room facilities in roof space. No comment
06/P/1006/F Land adjacent to 3 Church View, Felton Smithies Conversion & extension of existing kennel & workshop to provide a new dwelling including single garage. Object- we repeat our comment to application 05/P/1520/F- the proposed access is over common land and is to be resisted as it could lead to increased traffic and parking on the nature reserve
