Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 6th June, 2006

The Chairman opened the Meeting at 18.00 hours.

Some members of the public were in attendance with a specific interest in Gatcombe Farm. The Chairman and Clerk explained that whilst an offer of two dates (6th and 27th June) had been extended to the owners to speak at a planning meeting no response has been received.

Declaration of Members Interests – Cllr. Thorn mentioned that if matters relating to Brook House were to be discussed then he would declare an interest.

The Minutes of the Meeting held on 16th May 2006 were adopted.

Matters Arising
1) Brook House- Cllr. Matthews asked the position regarding planning applications and the proposed open meeting. The full application was on the current week’s list from NSC and plans should be received soon. With this in mind it was agreed that the open meeting should be held on Monday 19th June and the Clerk is to see whether the Memorial Hall is available. Suggested that the doors be opened at 19.00 hours so that the plans can be viewed and the meeting to commence at 19.30 hours with a cut-off time of 21.00 hours. Immediately after the open meeting the planning committee to convene to discuss the Council’s response.

2) Buglers- the Conservation Officer is in accord with the Enforcement Officer in that the external shelving is not seen as a breach of the Conservation Area. There remains a Highways issue as with the shelving taking up road space and with parking of cars outside the premises it is causing traffic problems. This matter to be taken up with NSC Streets & Open Spaces Department in a meeting that is to be arranged to discuss this and other outstanding matters.

3) Replacement Local Plan- the letter recently sent was an opportunity to lodge an informal comment on the Inspector’s findings; there will be an opportunity to make a formal comment during the consultation period. Cllr. Matthews was adamant that the Village fence should be maintained, as with existing NSC policy. Cllr. Glynn indicated that the RLP does reveal some change of policy as there are several locations where Village fences are being considered for amendment. The Clerk mentioned that Cllr. Crockford-Hawley has acknowledged receipt of the Council’s informal submission.

Public Participation – Mr. Bartlett asked for clarification on the two applications relating to Brook House. He was informed that one related to Conservation Area and the other was the full planning request. Mr. Bartlett asked whether he should resubmit a letter he had written on the Conservation Area application or whether it would automatically be attached to the full application. It was suggested to ensure that his comments were not overlooked that he should resubmit under the full planning application number.

Other Planning Issues

1) Outdoor advertisements and signs- the Clerk has a booklet from the ODPM outlining policy.

2) Rural affordable housing in Wrington- a letter received from Strategic Land Partnerships offering their services in processing identifiable parcels of land. The Clerk is to acknowledge of the letter.

3) Consultations- a) Statement of Community Involvement 5th July deadline for response. Cllr. Glynn will in the absence of comments from Councillors review the initial submission and reappraise. Any comments to be received by 24th June.

b) Draft Regional Spatial Strategy for the South-West 2006-2026. Implication is that 92,500 house to be built in the South-West of which North Somerset to account for 26,000 with 7,500 in the Ashton Vale and 11,500 in Weston-Super-Mare. Responses to the consultation to be made by 30th August.

c) Replacement Local Plan- consultation due shortly.

d) BIA Master Plan. The Airport will issue but responses to go back to NSC.

e) Greater Bristol Strategic Transport Study- report due out shortly.

4) Cllr. Thorn made mention of a letter relating to traffic issues that he has put on the website. Cllr. Glynn has a copy and has already discussed some of the issues with the writer, Mr. Parker.

There being no other business the meeting was declared closed at 19.10 hours.
