Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 19th September, 2006

The Chairman opened the Meeting at 18.00 hours.

Declaration of Members’ Interests – none.

The Minutes of the Meeting held on 29th August were adopted with the substitution of the phrase “green belt settlement” by “green belt boundary” in the Minute on Other Planning Issues.

The Minutes of the Meeting held on 4th September were adopted with the substitution of the phrase “- who assisted the trustees at the outset with the marketing” by “- who assisted the trustees at the outset in relation to communication with residents” in the Minute on Declaration of Members’ Interests.

Matters Arising – none.

Public Participation – 14 members of the public were in attendance for the planning applications 06/P/2104/CA & 06/P/2127/F – Richards Garage, Broad Street. Invited by the Chairman to make statements, the following points were made, mostly by immediate neighbours:

A density of 14 houses is unacceptable; their design is not of good quality; plus

- the village infrastructure will struggle to absorb the extra numbers;

- the entrance to the site is too narrow;

- the reliability of the published cut-off date for submission of comments to NSC was
  discussed, and Cllr Clements asked for copies of any letters to be given to the Council;

- the stated number of 22 parking spaces would be inadequate; the service bus already
  has frequent problems negotiating vehicles parked in Broad Street;

- the flood risk assessment and wildlife report were queried;

- the loss of a village business was regretted;

- an opportunity for consideration of the plans in greater depth was called for;

- one resident sought to consider future developments when other properties were
  sold, which might make this development more feasible;

- the apparent retention of the petrol pumps was queried as a potential hazard, as was
  the lack of any parking provision for the existing Richards properties in the
  development proposal;

- the Council was requested to mount a public meeting similar to the one which
  considered the Brook House application so that residents could obtain a better sense
  of the plans overall;

- one resident asked about the South Area Committee meeting on Wednesday, 20th
  September which would be considering information on the Brook House application,
  and the Chairman opined that no decision was likely to be made, an interpretation
  supported by Cllr Yamanaka.

In the light of these comments, the planning committee AGREED to convene a public meeting as soon as possible, and to advertise it in the village. Cllr Clements advised that it should be attended by as many additional residents as possible to avoid the same points being rehearsed as were made this evening. The Council will consider the proposal immediately following the public meeting.

North Somerset Planning Committee Minutes – The Chairman reported on the agenda items for the South Area Committee meeting to be held 20 September and the Minutes of the meeting held 23 August. Items highlighted were an Officer Information report concerning the Brook House proposal and confirmation of an Appeal Inquiry relating to airport car parking at The Old Forge, Lulsgate, now scheduled for 23 November 2006.

Other Planning Issues

Cllr Irving commented that residents concerned about possible approval for the change of use at South Croft, Silver Street, had asked about the status. The Chairman advised that he would investigate and report to the next meeting.

There being no other business the meeting was declared closed at 19.35 hours

Change of use and development of redundant barn for holiday accommodation.

The Council has no objection to the change of use but objects to the proposed access. We are concerned about increased use of the existing field access onto the A38 and suggest that if the principle of development is acceptable then a new access should be created to join Row of Ashes Lane, with the existing access closed up. Direct access onto the A38 at this point will create an unnecessary hazard as a result of poor visibility and relatively high traffic speeds. We are sure that holidaymakers would prefer a different entry/exit route and we understand that the land concerned is in the same ownership.

Also, we note that no parking spaces are shown on the drawings and suggest that any permission should be conditional on a landscaping scheme with planting to shield views of parked vehicles
