Declaration of Members Interests – Nil on known agenda matters

The Minutes of the Meeting held on 10th October were adopted with one amendment- P.1. Brook House 2nd. Para. Final sentence- remove “interested parties” and replace with “parties opposite”.

Matters Arising – 1) McCafferty- the Chair visited and explained the background and planning issues relating to the boundary and strip of land and the occupiers have said they will give the matter further consideration.

2) 9 Garstons- it has been noted that the fence around the property does not appear to be in accordance with the drawings submitted with the planning application. The Parish Council is considering what action can be taken. On the issue of fences it was mentioned that others within the Garstons area may not comply with current planning and it was emphasised that it would be for North Somerset Council to decide on what action to take on policy grounds.

Public Participation - Nil

North Somerset Planning Committee Minutes – The Chair spoke on the Parish Voice question covering pre-application discussions and sustainability and how the Parish Councils’ can be involved at the preliminary stage.

Cllr. Yamanaka on the subject of Brook House mentioned that the Officers had raised policy issues that had not been fully explained and hence the referral to the NSC Policy and Regulatory Committee with a recommendation to refuse.

Planning Certificates issued by North Somerset Council – [see separate table attached] as per pre-meeting list.

Planning Applications

For planning applications and comments see attached sheet.

Mention made of an application on the current week’s list relating to the new telecommunications mast at BIA. The application date was the same as the date of a letter received from Needham Haddrell, acting on behalf of Vodaphone/T Mobile, he Parish Council responding to a letter dated 13th October. It was left that the issues would be discussed at the next planning meeting.

The other application on the list relates to some tree work at the United Reform Church and the Chair would like the tree officer’s views before a decision is made.

Planning Certificates
Application Address/Location Applicant Development Proposal Decision
06/P/1976/F Winters Lane, Redhill Taylor Stables & haybarn Refuse. Proposed hay barn would erode the natural character of the countryside and the openness of the Green Belt and there is insufficient need to outweigh the harm.
06/P/2069/F The Garth,
1 Redacre
Redhill
Twynam Demolition of conservatory, erection of single-storey side extension. Grant
06/P/2109/PA1 BIA BIA erection of extension to fire station. GPD. Observation- this is a prominent position adjoining the principal access route for the passengers using the terminal. It is considered that the building would look more attractive if it were to be designed with a ridged roof with a steeper pitch and if a flat panel cladding system were used for the elevations
06/P/2112/PA1 BIA BIA Entry realignment and sign gantry to Airport terminal Approved. The PC comments appreciated but drivers face a number of choices when proceeding along this road and some repetition would be an aid to highway safety given that there are a large number of conflicting pedestrian and vehicle movements at peak times. The overhead gantry would not be prominent when viewed from vantage points outside the Airport estate.
06/P/2121/PDT BIA The Old Control Tower Orange Erection of 4 dual band dual polars located on 4 support poles on freestanding platforms on the rooftop of the OLd Control Tower. The equipment cabins (6 pack) to be located on top of the boiler room adjacent to the existing boiler flue. Approved
06/P/2205/WT 17 The Glebe Inglis remove tree (species unknown). Grant.
06/P/2288/PDA Green Farm, Havyatt Rd FR Brown & Sons steel framed storage building Prior approval not required

Application Address/Location Applicant Development Proposal Comments
06/P/2354/F Land off the A38 Lulsgate Bottom Wedlake Change of use of existing agricultural field and access track to overflow car park for 625 cars. For information only. Whilst not within this Parish as a Council we oppose any change of use from agricultural land to car parking
06/P/2471/F Winters Lane, Redhill Taylor Stables Object.Unsuitable location as there is insufficient room for grazing and exercise particularly as there are no bridleways nearby and the lanes are narrow and used by "aircraft spotters" at the rear of Bristol International Airport. You may refer to the British Horse Society who has guidelines on what is considered acceptable conditions in terms of exercise and keeping horses.

Whilst the application describes the site as a field it is in fact woodland and therefore there would be a net loss of biodiversity

06/P/2478/F Warren Cottage, Brockley Combe Lanfear Detached garage to replace existing with a summerhouse adjacent. No comment
