Planning Certificates issued by North Somerset Council [see separate table attached] as per pre-meeting list.
The Clerk made special reference to the planning certificate 06/P/2518 relating to the erection of a 5m extension to the existing 15m high telecommunications mast at BIA. In a letter from NSC setting out the reasons for the approval it maintains that the extension needs to be balanced with the impact of additional masts for Vodaphone and T-Mobile on the south side of the airport and Redhill if this site is not acceptable. There is also an operational requirement for 3G coverage in this area in addition to the current 2G coverage.
The planning officer was of the opinion that the visual impact, because of the proximity of other buildings and maturing landscaping, would be within acceptable limits.
The Parish Council view was that the type of tower remained an issue, being a lattice design, and that a monopole type would be less intrusive. It was considered that the planning officer’s view as to the visual impact was a personal view and that the local knowledge that Councillors have was not taken into account. The Clerk was directed to write to NSC expressing disquiet at the decision now taken.
Planning Applications
For planning applications and comments see attached sheet. With regard to Oakdene Farm the Clerk was directed to write to Mr. Thomas about his future plans for the site.
Other Planning Issues
1) Cllr. Glynn made mention of a retrospective planning application before Backwell Parish Council relating to signage on the D-I-Y stores at the traffic lights in Farleigh Road. It appears that part of the advertisement for the business is dog kennels situated on the top a flat roof.
2) Cllr. Bigg made mention of more signs appearing at Buglers and it was agreed that this should be referred to NSC as it is in the Conservation Area.
3) Cllr. Bigg said that it had been brought to her attention that Oakfield Lodge in West Hay Road was being used as permanent residential accommodation whereas the planning permission is for holiday accommodation.
4) Details of a letter relating to NS Replacement Local Plan proposed modifications were discussed and this referred to proposed changes to the Green Belt around Portbury Dock. Cllr. Bigg made a comment regarding the Green Belt as she understood that it wasn’t usual for these considerations to be taken into account at Local Plan stage. Cllr. Yamanaka agreed with this but also stated that on a national basis a review was underway and that Portbury Dock and BIA were exceptional cases.
5) Brook House- this is to be discussed at NSC Planning & Regulatory Committee on 3rd January with a recommendation to refuse. Cllr. Yamanaka was of the opinion that the Parish Council should still write to NSC regarding the need for a footpath should the Brook House site be developed. Cllr. Glynn said that he had withheld writing in the knowledge that the application was being recommended for refusal and that it was likely to go to appeal for an Inspector to determine. The Parish Council wanted it placed on record with NSC that should development take place then a footpath should be part of the planning process. Cllr. Glynn will forward a draft to the Clerk.
