The Chairman opened the Meeting at 18.00 hours.
Declaration of Members Interests Nil on known agenda items
The Minutes of the Meeting held on 2nd January were adopted with 2 amendments:-
1) p1 bottom line for “G2” read 2G.
2) P2 under planning applications add “With regard to Oakdene Farm the Clerk was directed to write to Mr. Thomas about his future plans for the site.”
Public Participation 4 members of the public from Redhill attended the meeting relating to the planning application for change of use to a Guest House (8 beds) for Redhill House, Redhill - the applicant advised that in view of objections he has withdrawn the application.
Mr. Cheeseley, applicant, addressed the meeting to explain his vision for the business with his market being air crew, overnight stays and holiday makers. He intended to use local staff and also be as environmentally friendly as is practicable. The objections received centred around concerns that the site will become a car park for BIA users- he stressed this was not the case.
Access issues have also been addressed with NSC who appears to be favouring access from Lye Hole Lane. NSC also wishes the car parking, restricted to 10 cars, to be far enough away from Pine Ridge, an adjoining property. There are also visibility issues with a hedge which are being addressed.
Mr. Cheesley advised that he has undertaken a traffic flow study and was willing to make the results available.
Cllr. Glynn sought assurance that there would be no parking in the orchard and this was given by Mr. Cheeseley. There was also a question mark over the apparent lack of catering facilities to which the response was that it was not the intention to do catering to any great extent although simple meals would be offered.
Cllr. Clements expressed concerns about access to the property from the A38 when approaching from the south. Mr. Cheeseley stated that NSC Highways issue related only to the hedge.
Mrs. Young speaking on behalf of the Redhill residents said that in principle they are not objecting to the Guest House but have concerns over:-
1) Entrance. Mrs. Young related back some 15 years when a previous owner applied for planning permission to build on the orchard but was turned down on access grounds.
2) The traffic survey undertaken by Mr. Cheeseley has been done at the wrong time of year as the movement of agricultural related vehicles is not so great currently.
3) Floodlights from the tennis court are intrusive to adjoining properties.
4) Cess pit facilities would have to be tested to ensure adequacy. Point here made that the planning application submitted indicates that the property is connected to mains drainage/sewerage.
5) Access- Mrs. Young supported Cllr. Clements views as she has had personal experience of the problems of accessing Lye Hole Lane from the A38.
Mr. Bray said that whilst the Guest House was to be environmentally friendly clients will have to use transport to be able to access food.
The Chair advised the public that when the next revised planning application submitted then they should write to NSC, with a copy to the PC, expressing their concerns.
Matters Arising
1) The Clerk has written to NSC regarding the letter and certificate received on application 06/P/2518/F- erection of a 5m extension to the 15m high telecommunications mast. To date a response has not been received.
2) Signal Box, Station Road- awaiting a response from NSC regarding the current planning permission on the site.
3) Oakfield Lodge, West Hay Road- NSC has acknowledged receipt of the planning issues raised and an officer is looking into the matter.
