Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 29th May, 2007

The Chairman opened the Meeting at 18.00 hours.

Declaration of Members' Interests – Cllr. Glynn said that whilst application 07/P/1072/F-Gatcombe Farm was situated in the lane opposite his property the traffic issue was raised was concerning the Parish as a whole. The meeting agreed with this assessment and that there was no personal or prejudcial interest.

Cllr. Irving declared an interest in planning application 07/P/1170/WT relating to application to fell trees.

Public Participation- nil.

The Minutes of the Meeting held on 8th May 2007 were adopted without amendment.

Matters Arising

1) - 3 Garstons and issues relating to the height of fences in general. Cllr. Glynn will let the Clerk have a transcript of a letter to be forwarded to NSC.

2) - The clerk is looking into whether Councillors are covered by insurance for defamation.

North Somerset Planning Committee Minutes – the Clerk reported on the NSC South Area Committee meeting minutes of 18th April.

Planning Certificates issued by North Somerset Council – [see separate table attached] as per pre-meeting list.

Planning application 07/P/0612/F- Redhill House.
Referring to condition 9 of the certificate dated 4th May 2007. If this condition is imposed then it will result in the loss of several mature trees and the existing owner of Pine Ridge, the property said to be being protected by this condition, doesn’t want a 1.8 metre wall built on the south side.

When this was proposed it was by way of an amendment to the original planning application and the Parish Council did not receive this and therefore unable to comment prior to determination. The Clerk was directed to write to NSC and request that this condition be removed or amended.

Other Planning Issues

Brook House- Inquiry set for 6th June starting at 10.00 hours and scheduled for 3 days.

- The residents group are holding a public meeting on Friday 1st June and their full submission is on the Wrington website.

- Cllr. Glynn will add some “meat to the bones” of our written submission to enable Cllr. Irving to speak at the inquiry on behalf of the Parish Council.

- North Somerset Council is primarily concerned with policy H/7 relating to development in rural communities.

- The residents group will cover the other planning issues relating to design, flooding etc.

Review of delegation arrangements for planning applications- a consultation from NSC and the Clerk was directed to forward the letter dated 25th May from NSC to all Councillors.

Webbsbrook House- Cllr. Irving expressed some concern at the untidiness on the small piece of triangular land at the front of the property which abuts the highway. The Clerk was directed to find out the ownership of the strip of land with a view to getting it tidied up.

There being no other business the meeting was declared closed at 19.05 hours.

Referring back to planning application 06/P/2944/F conditons were placed which restricted retails sales from the site. It is noted from the business website that there is reference to a shop and retail slaes- this requires clarification
