The Chairman opened the Meeting at 1800 hours.

Declaration of Members' Interests – Cllr Bigg in planning application 07/P1867/WT – land at junction of Alburys and West Hay Road.

The Minutes of the Meeting held on 10 July 2007 were adopted without amendment.

Matters Arising

1. The Chairman asked that thanks should be expressed to Mr D Glynn for his work in providing a response to the notice of appeal in relation to the planning application for Richards Garage.

2. Sustainable Future Consultation: to be brought up later in the meeting.

3. Ramp at new chemist’s shop: the committee felt there was nothing further to add.

Other Planning Issues


1. Gatcombe Farm: it was noted that an appeal against the enforcement order had been lodged (Appeal ref: APP/DO121/C/07/2041958. Comments are to be made by 7 August 2007. Cllr Bigg suggested repeating the parish council’s previous comments, but also mentioning the increased traffic through the whole of Wrington village. It was also noted that documentation from NSC incorrectly referred to “Wrington Road” instead of “West Hay Road” and it was agreed that the attention of NSC should be drawn to this.

2. Planning White Paper: Cllr Bigg explained the effect this could have on planning procedures for major developments in the future, if enacted in the form of the 2008 Planning Act. Instead of emphasis being placed on issues of sustainability and the environment, in the future the needs of business and the economy would take precedence. The proposed removal of the “needs” test would also be important in relation to large developments such as out of town supermarkets. Cllr Bigg gave details of the suggested response to the consultation provided by CPRE. It was agreed that councillors should read this and feed comments to Mr David Glynn with a view to compiling a letter, with particular reference to the effect on local planning issues. It was noted that the deadline for responses to the consultation is 17 August 2007.

3. Brook House planning inquiry: it was noted that there was no outcome from this at present.

There being no other business the meeting was declared closed at 1840 hours.
