4. Minutes of previous meeting and matters arising
The minutes of the meeting held on 18th December 2007 were reviewed, adopted and signed without amendment.
Matters arising:
a. Copies of proposals by CMS Bath Ltd regarding Gatcombe Farm are yet to be received – the Clerk to follow this up.
b. Cllr Bigg has visited Bishop Sutton tennis club to view the lights there. She felt that the lights did cast quite a lot of light, but the lighting posts may be higher than those proposed for Wrington.
c. Hannah More Close - proposal for additional parking spaces and communal garden: it was suggested that the Parish Council should write to the residents, and also ask North Somerset Housing to withdraw its application.
5. NSC South Area Planning Committee
Notification has now been received of the decision to allow the change of access at Church Lane, Felton. This decision had been noted previously.
6. Decisions Notices issues by NSC
07/P/2828/F – Pine Farm, Wrington Hill: erection of replacement agricultural building – approved. It was noted however that conditions included demolition of the old farmhouse.
7. Planning Applications
07/P/3214/PAI– Bristol International Airport – application for walkway. Cllr Glynn said that there is doubt as to whether this is ‘permitted development’ or whether it should be the subject of a Full Planning Application. Cllr Matthews felt that the development would have a bigger impact on the environment than the whole of the existing terminal building. Reference was made to the BIA Master Plan in relation to Green Belt issues. Cllr Bigg felt that an Environmental Impact Assessment would be needed, and it was generally agreed that the proposal was not within the scope of permitted development. Cllr Glynn presented some comments that he had written. These were considered by the meeting and some minor amendments were made. It was agreed that these comments should be submitted to NSC. Cllr Glyn was thanked for his work on this.
07/P/3241/F – 14 The Cottages, Wrington – replacement windows to front elevation. It was noted that the application was for the use of uPVC window frames. Cllr Matthews felt it was necessary to put in place a firm policy with regard to the use of uPVC in the Conservation Area. Cllr Bigg said that she had noted how pleasing the traditional wooden windows looked in this location. It was therefore agreed to follow NSC policy of not allowing the use of uPVC, specifying the use of timber frames instead. It was therefore agreed to object to the application on these grounds.
08/P/0032/F – Udley Farm, West Hay Road, Wrington – it was agreed to await receipt of the hard copy drawings from NSC and to discuss this application at the next meeting.
8. Consultations
Affordable Housing: Cllr Glynn said that he felt the document was a difficult one to comment on. Cllr Bigg said that she had read the English Rural Housing brochures and noted that their developments were nearly always outside the village boundary. Cllr Matthews questioned how it is possible to ensure that 100% owned ‘affordable’ properties do not just go back onto the open market when they are sold. This was felt to be undesirable, and that property should be retained in the system in perpetuity. The comments compiled by Cllr Glynn deal with this issue. It was agreed that Cllr Glynn’s response should be combined with Cllr Bigg’s comments via English Rural Housing, and there would be no need for further circulation.
9. Enforcement
The following Enforcement issues were noted:
a. 4 Tincknells Row – unauthorised replacement of windows
b. Rydings Farm – caravan – unauthorised residential use.
It was also noted that building work was in progress at the former chemist’s shop in Silver Street, and it was agreed to request that NSC check on the type of development being carried out.
10. Other Planning Issues
a. Changes to the process for planning appeals: it was noted that NSC is on the pilot list for fast-tracking household appeals. This will involve enquiries being carried out electronically rather than via site visits. However this will only apply to minor applications.
b. Strategic Housing Land Availability Assessment – draft for consultation. The Clerk has requested additional copies of this document.
c. Cllr Glynn stated that a decision is expected soon on the Gatcombe Farm appeal.
d. Cllr Bigg stated that the Regional Spatial Strategy report is due to come out on 10th January, and this will contain figures for Bristol.
