4. Minutes of previous meeting
The minutes of the meeting held on 8th January 2008 were reviewed. It was agreed that under agenda item 6 07/P2828/F Pine Farm, the second sentence should be deleted. With this amendment, the minutes were adopted and signed.
5. Matters arising:
Cllr Glynn agreed to circulate a draft policy on replacement windows before the next meeting.
6. NSC South Area Planning Committee 16th January
The Chairman explained that the scheduled attendance at Parish Voice has now been deferred until the next meeting on 13th February. Additional information has now become available relating to one of the two questions to be addressed.
The Chairman drew attention to the outcome of the appeal on the Richards Garage site. The appeal had been dismissed by the Inspector. A long outstanding application relates to The Piggery apparently further information is still awaited by the planning authority.
7. Decisions Notices issues by NSC
The following Decision Notices had been received:
07/P/2914/F and 07/P/2916/LB Applegarth, High Street: approved with conditions.
07/P/2972/F Kingsett, Ropers Lane Summer House: approved with the condition that there are no dormer windows in the west elevation.
07/P/2910/CA and 07/P/2909/F 5 Bakers Buildings: approved.
07/P/2702/F Lye Hole Farm: approved, with conditions relating to car parking.
07/P/3055/F 1-22 Hannah More Close: application withdrawn. This was considered a pleasing result in light of the Parish Council’s comments.
07/P/2924/F Plush Hotel variation to previous planning permission - approved. The reasons given by the Planning Officer for allowing the variation were reviewed. These were felt to be inaccurate in some respects, and that the wording of the explanation was in itself incomprehensible. It was therefore agreed to write to the senior officer in the Planning Department pointing out the factual errors and requesting clarification.
07/P/2818/EIA Land at Brockley Wood composting facility: decision by NSC that an Environmental Impact Assessment will be required. This is in line with Wrington Parish Council comments. Cllr Glynn commented that it remains to be seen whether the applicants will wish to proceed with this.
8. Planning Applications
07/P/3241/F 14 The Cottages: this application had been dealt with at the previous meeting.
08/P/0032/F Udley Farm, West Hay Road, Wrington: change of use, agricultural building to two self-catering holiday units. This is a new application, but relates to a unit which already has planning permission, and concerns relocation of entrances and improved disabled access. Cllr Bigg felt it was pleasing that the external walls were now to be painted cream rather than white, which the Parish Council had felt was more appropriate. Cllr Glynn proposed submitting a comment as follows: “If this application is to be approved, a landscaping scheme should be included in the Conditions. Trees and shrubs have been removed from this site in recent years, opening it to views from the road, and new planting would reintroduce a more natural character to the site, softening the impact of the agricultural building.”
08/P0043/F Wrington Pharmacy disabled access ramp (retrospective): no comment.
08/P/0153/F - Station Villa Loft conversion no comment.
9. Other Planning Issues
Enforcement:
Lulsgate Bottom curtilage of Lulscott unpermitted building. It is uncertain whether this is in Wrington or Winford parish.
Appeals: Richards Garage
Cllr Yamanaka commented that the Inspector had picked up more points than the Inspector on the Brook House enquiry. The density of the development had proved to be a key feature of the report.
Consultation: Strategic Land Availability
Cllr Glynn said that he had circulated his comments. Thirty sites had been identified in the report. There was no indication as to what would happen if people submit applications and what criteria would be applied. Cllr Irving questioned whether more problems were being stored up for the future in terms of flooding. Cllr Bigg thought that authorities did not have a process for dealing with this. Members felt that the comments produced were very good, and Cllr Glynn requested that any further comments should be submitted to the Clerk in time for submission by the deadline.
Satellite dishes:
There was a debate as to whether planning permission is need for satellite dishes in a Conservation Area, as there now seem to be a number of dishes within this area. Cllr Glynn said that dishes facing the road need planning permission, but questioned whether the Parish Council should take up the issue of all the dishes which now existed. Cllr Bigg felt that we should enforce a policy consistently, and Cllr Irving agreed that the same policy should be applied to all. It was therefore agreed to draw the attention of NSC’s Planning Department to these installations.
Regional Spatial Strategy:
Cllr Bigg queried whether she had already circulated the RSS which had come out recently. The number of houses is to be increased for some parts of the old Avon area, and North Somerset itself has been increased to 26,750 (from 26,000). Unfortunately, Green Belt is likely to disappear, due to the expansion of Bristol, and possibly the airport. There was also no recommendation to enlarge the Green Belt this is at odds with the Core Strategy consultation.
