3. Public Participation
Mr Spiller of New Earth Solutions gave a presentation on plans for a proposed composting facility at Brockley Wood. New Earth Solutions has been in existence since 2003 and it is concerned with diverting biodegradable waste from landfill. Their aim is to set up a network of mixed waste collection, sorting and composting facilities in the former Avon area for use by local authorities. Suitable sites need to be 5 – 6 acres, away from residential areas, and with reasonably good transport links. Mr Spiller explained in some detail the process which waste is put through to produce the end product of soil improver for use by farmers and others. In the case of a facility of Brockley Wood, there would need to be 52 vehicle movements per day, mainly 8-ton refuse trucks, between the hours of 7.00 am and 6.00 pm. There would be one main building, which would have steel sheet cladding. Mr Spiller said that an Environmental Impact Assessment was not required in this case, but his company would be carrying out an ecology assessment and a visual impact assessment.
Mr Spiller invited councillors to visit the company’s plant in Poole, Dorset, and some interest was expressed in doing so. Presentations are to be made to both Cleeve and Brockley Parish Councils, and it was agreed to co-ordinate any visit with members of those councils.
The presentation was followed by questions. The Chairman thanked Mr Rose and Mr Spiller for their input, and they left the meeting at 7.20 pm.
Cllr Thorn also made his apologies and left the meeting at this time.
4. Minutes of previous meeting
The minutes of the meeting held on 24th June were reviewed and signed as a correct record.
5. Matters arising:
The Clerk reported that she had written to NSC requesting a copy of the regulations regarding replacement windows in the Conservation Area. A letter had been received stating that a response will be provided within 20 working days.
6. NSC South Area Planning Committee
It was reported that the next meeting had been postponed until 18th July, due to strike action. It was noted that the enquiry into parking at the mushroom farm in Langford is scheduled for 2nd September.
7. Decisions Notices issued by NSC
These were reviewed. It was noted that the application for an extension at Ash Dale in Downside Road had been refused, and that the potential effects of noise from BIA were cited in the decision notice. The application for new lights at the tennis club had been approved.
8. Planning Applications

08/P/1452/F – 8 Bakers Buildings: Erection of two storey outbuilding with 2m high gated vehicular access off surgery driveway and 2m high garden wall of internal rear pathway. It was noted that this was an amended application design to improve the visual appearance of the proposed development. It was agreed to make no comment on this application.
08/P/1482/F – Benvenuto, Downside Road: Conversion of loft with dormer window to rear elevation. It was agreed to make no comment on this application.
08/P/1499/WT – Haydens, High Street, Wrington: tree works. It was noted that the yew referred to in the application was more in the nature of a hedge, and there was no likelihood of a TPO. It was agreed to make no comment on this application.
08/P/1504/F – Rowan, Ropers Lane, Wrington: New first floor extension, raising the roof and insertion of 2 windows to the front elevation and 1 window and rooflight to rear, replacement conservatory roof. It was agreed to make no comment on this application.
08/P/1516/F – Box Bush Farm, Lye Cross Road, Redhill: Erection of a replacement agricultural building for implement storage following demolition of 2no existing buildings. It was noted that this is an amended application. It was commented that the proposed building would still be very visible, due to its size. It was noted that trees that had previously been planned to fell were now to be retained. It was agreed to comment that the Council remain concerned about the height of the structure. The Council appreciated the retention of existing trees, but would request that the new planting identified should make use of more mature trees so that effective screening would be achieved in the shortest possible time. All planting should make use of native species. It was also agreed to reiterate the Council’s previous concerns in relation to potential flooding.
The Chairman stated that two additional applications had been registered, but there was sufficient time to consider these at the next meeting, once the detailed plans had been received.
9. Other Planning Issues
It was noted that the Government of the South West had now issued a decision that an Environmental Impact Assessment was not required for the proposed walkway at Bristol International Airport.
