2. Declarations of Interest:
Cllr Moss in relation to the BIA fuel storage depot application as a family member is employed by the fuel company.
3. Public Participation
There were no members of the public present.
4. Minutes of previous meeting
The minutes of the meeting held on 29th September were reviewed and signed as a correct record.
Matters arising
Section 106 agreements:
Richards Garage - the Clerk reported that she had followed up the question of a Section 106 agreement with the planning officer at NSC, and had received a response that the development is too small to require a Section 106 contribution. Members asked that clarification of the criteria should be sought from NSC.
Rickyard Road the Clerk reported that the planning officer had responded stating that £30,000 had been allocated for drainage works, and £13,000 for leisure facilities. She had asked for information as to how the Parish Council would be involved in the deployment of these resources, but as yet no response had been received.
5. NSC South Area Planning Committee
The papers for the South Area Committee meeting on 14th October were reviewed and items relating to Wrington Parish were noted. Cinderford Cottage: it is understood that a site meeting is to take place before a decision is made. Old Chemists: appeal for change of use to residential was dismissed.
6. Decisions Notices issued by NSC
08/P/2461/F Rickyard Road: erection of 17 affordable dwellings approved.
09/P/1299/F Four Seasons, The Glebe, Wrington: erection of single storey rear extension approved.
7. Planning Applications
09/P1598/F - 7 Coombe Dale, Lulsgate Bottom, Redhill: Erection of a front extension to existing garage. It was agreed to make no comment on this application.
09/P/1603/WT - Hove Cottage, High Street, Wrington tree works: one eucalyptus to be felled. It was agreed to make no comment as the tree is at the rear of the property.
09/P/1611/F - Unit 4b, 4 High Street, Wrington: change of use of ground floor (part) from B1 office to A1 shop. It was agreed that there was no objection to this application and it was a positive move to return the premises to retail use.
09/P/1672/WT - Winchester House, Broad Street tree works: one magnolia to be felled. It was agreed to make no objection to the removal of the magnolia as it was clearly very close to the house. However, as a number of trees have recently been removed from the former Richards Garage site, it was suggested that another suitable native species should be planted within the curtilage of the property.
09/P/1675/WT The Green, High Street, Wrington - tree works: fell one Mirbeck’s Oak and one Black Walnut. This is the Parish Council’s own application.
09/P/1602/HAZ Bristol International Airport - Hazardous substance consent for erection of aviation fuel storage depot: Cllr Turton referred to a letter she and other residents had received from North Somerset Council in relation to this application. It was agreed to refer back to the comments made on the application for expansion of BIA and to reiterate the objections in relation to the fuel store. These include: proximity of the site to Downside Road and the dwellings there, and to the site of the proposed new hotel; fire and terrorist risk - easy access from the road; potential for pollution of underground water courses, etc.
09/P/1608/PAI Stone Farm Barn, Downside Road erection of car wash facilities at Stone Farm Barn, part of Bristol International Airport site: some time was taken in studying the plans for this application, and it was felt that some aspects of the application should be questioned: the plan appears to show the water from the rising main going away from the proposed facility; also the proposal to route the waste water via the foul drainage system was not acceptable.
Cllr Turton also commented that there had been problems with the existing carwash facility with water flooding Downside Road. Members also expressed doubts as to whether the application did in fact fall within the ‘Permitted Development’ criteria, as it was not felt to be essential to the operation of the airport. Cllr Bigg said she had information about this which she would send to the Clerk to be incorporated in the Council’s comments.
8. Other Planning Issues
BIA Noise Action Plan: Cllr Turton said she had now had an opportunity to read the document, and had asked a number of questions at the Environmental Effects Working Party. She expressed doubts that it was appropriate for the airport to write its own noise action plan. Cllr Bigg said that she had information from various sources on the issue, as other airports are also undertaking the same exercise. It was agreed that Cllr Bigg and Cllr Turton would work on a draft response to be considered at the next meeting on 10th November.
