Planning Committee of Wrington Parish Council
The meeting of the Planning Committee scheduled for Tuesday 2nd February 2010 was not quorate at the published time for the commencement of the meeting (6.00 pm), only three members of the Council being present, in addition to the Clerk. Four members of the public were present, Mrs Tina Cheesley of the Plush Hotel, with Mr Graham Smith and two colleagues from TCA Design Associates Ltd. The Chairman invited them to make an informal presentation pending the possible arrival of other members of the Council.
Mrs Cheesley explained that the Plush Hotel, situated adjacent to the A38 at Redhill, is a small 4-star hotel which caters for guests staying on business or visiting the area for holidays. A small number of guests stay at the hotel prior to flying out of BIA. The owners wish to increase the number of guest rooms from 8 to 26, and improve the leisure facilities on site. Mr Smith explained that the reasons for refusal of the previous planning application had been taken on board and the revised design would make as much use as possible of the existing buildings. He believed that this would reduce the potential harm to the Green Belt, as there would also be enhanced tree planting on the site. Councillors posed some queries about the plans – for example, whether the restricted access via Lye Hole Lane was considered a problem. Mrs Cheesley said that this would continue to be the access to the hotel, and there was nothing that could be done to improve this.
Mr Smith said that a meeting had been held with one of the planning officers at North Somerset Council, and he recognises the need to provide very exceptional reasons for the development, due to the Green Belt location. The application is likely to be submitted in about two weeks’ time.
Mrs Cheesley thanked the members for their attention and interest, and she then left the meeting, along with Mr Smith and colleagues, at 6.30 pm.
In the intervening thirty minutes, two further members of the Council had arrived, making a total of five, and therefore a quorum was present. The formal meeting of the Planning Committee was then held.

2. Declarations of Interest:
There were no declarations of interest on known agenda items.
3. Public Participation
This had been taken informally prior to the formal commencement of the meeting.
4. Minutes of previous meeting
The minutes of the meeting held on 12th January were reviewed and signed as a correct record.
Matters arising:
Cllr Turton asked if there was any progress on the unauthorised airport parking at Downside Road. The Clerk said that a letter acknowledging the complaint had been received from the Enforcement team at NSC, and it was being investigated. Cllr Glynn explained the difficulty of dealing with such breaches of the planning regulations and why they often take what seems a long time to resolve.
Land at Old Station Close – removal of trees: the Clerk reported that the Tree Officer at NSC had held an interview under caution with the company who had felled the trees, and information had now been obtained that could be used in Court, if this was felt to be appropriate. Until such time as building work is started on the site there is no breach of the planning permission. Once this happens, then he and the Enforcement Officer will be ensuring that the landscape plan is strictly adhered to.
5. NSC South Area Planning Committee
The Clerk reported that the papers for the meeting to be held on 10th February had not yet been received.
6. Decisions Notices issued by NSC
09/P/2018/F – 3 Butts Orchard, Wrington - erection of 2no single storey rear extensions: approved.
09/P/2008/F – Springside, Ladywell, Wrington – erection of single storey front extension: approved. It was also noted that the height of the existing fence is to be investigated by Enforcement.
09/P/1961/F – 46 Garstons Close, Wrington – erection of single storey side/rear extension: approved.
09/P/2042/ADV – Land opposite Cornerpool Cottage, A38 – display of non-illuminated freestanding directional sign: refused.
09/P/1963/LDE – 31 South Meadows, Wrington – Certificate of Lawful Development for erection of timber shed in front garden: refused. The Clerk will contact the Planning Officer to check whether there is a need for a planning application to be submitted.
09/P/2108/F – Butcombe Brewery, Havyatt Road, Wrington – erection of new barrel store: withdrawn.
7. Planning Applications
10/P/0116/TPO – Webbsbrook Cottage, Silver Street, Wrington: works to trees in a Conservation Area. Beech – reduce crown to previous pruning points and reshape canopy. It was agreed to recommend that pruning should be limited to no further back than the previous pruning and that the work would need to be done soon to avoid encroaching on the nesting season.
10/P/0061/F – Winchester House, Broad Street, Wrington: installation of new timber French doors in existing rear extension. There was no objection to this application,
10/P/0049/F – Egremont, Ropers Lane, Wrington: installation of dormer to front elevation. There were no objections to this application, but it was agreed to recommend that the proposed dormer should use materials to match the existing building.
8. Other Planning Issues
a. NSC Draft Housing Strategy consultation
The Clerk reported that she had contacted NSC to ask if the Council could still submit comments a few days after the given deadline of 31st January, and this had been agreed. Cllr Glynn therefore agreed to produce some comments that could be submitted to NSC on behalf of the Parish Council.
b. NSC Core Strategy
Cllr Turton read out some comments on the Core Strategy which she believed were important, such as the effect on the Green Belt (particularly in relation to BIA), transport policy, and the development of Nailsea town centre. Cllr Gallop said that she also felt the definition of the proposed Service Villages needed clarification – for example, what effect would the loss of one of the elements (such as a shop or GP surgery) have on the Service Village status. In relation to the Green Belt, Cllr Glynn suggested that this should be extended to join up with the AONB, and he also felt that the section on transport needed attention. It was agreed that Cllr Gallop, Cllr Irving, Cllr Turton and the Clerk would meet on 10th February at 9.30 am to put together draft comments. The closing date is 19th February.
