3. Public Participation

There were no members of the public present.

4. Minutes of previous meeting

The minutes of the meeting held on 18th May were reviewed and signed as a correct record.

Matters arising – As no formal contact with NSC regarding the unachievable pre-dated conditions for the Tamarisk stable development had yet been achieved, David Glynn agreed to follow up this issue.

5. NSC South Area Planning Committee

The papers for the meeting on 12th May were reviewed. Cllr Glynn read out the response to the Parish Voice concerning Downside Road. Members welcomed the proposal of a meeting being arranged involving the Highways Engineer, Police and the Parish Council in relation to investigating a possible funding stream for small highways works for communities affected by the airport.

6. Decisions Notices issued by NSC

A list of decision notices had been circulated prior to the meeting.

10/P/0782/F – Chancellors Cottage

A query was raised about the Decision Notice relating to this application. Under ‘Reason for Approval’ there was a reference to; ‘... it does not impact on the living conditions of the neighbouring residents or harm the appearance of the road ...’. As Members were unclear about what is being referred to here, it was agreed to contact the case officer for them to advise which road was considered most relevant to the proposed development.

7. Planning Applications

10/P/0530/F – Richards Store, Broad Street – Conversion of existing ground floor A1 unit with residential unit above to 3 residential units.

It was agreed to re-iterate our previous comments on this application along with some additional comments and to object to this application as it stands, although there was no objection to the proposed new roof lights.

It was agreed to point out that the Council is concerned about the possible impact to the appearance of the building as this is a visually sensitive site within a historical context and any proposals affecting the street scene need very careful consideration. The Council are concerned about the lack of full external details, in particular relating to the Highway.

It was agreed to comment that although the Council welcomes cycle stands they feel this well impact further on the space available for parking and vehicle manoeuvring.

10/P/0956/WT – Butts Cottage, Wrington – 1 – Goat Willow – fell.

It was agreed that there was no objection to this application.

8. Other Planning Issues

NSC Planning Workshop 09.06.10 – Cllr Glynn circulated the notes from this workshop and pointed out various relevant sections.
