4 Minutes of the previous meeting
The Minutes of the meeting held on 25 January 2011 were reviewed. In relation to item 3, Public Participation, it was agreed to substitute the word ‘households’ for ‘residences’ and to remove ‘airport related’. The alterations were made in the Minute Book and the Minutes were then adopted as a true record.

It was reported the Meeting schedule for 9 February 2011 had been cancelled due to a lack of business.

Application - 11/P/0097/F - Field off Nates Lane, Wrington, BS40 5RS
Although the Council is supportive of local businesses, it was agreed the development raises several questions which are not answered in the application paperwork. The development would appear to be justified in relation to a change of use (from arable to livestock) but no mention is made of:-
It was felt that no overnight parking (for non agricultural vehicles) or overnight accommodation should be allowed on the site. The previous tenant had installed several shipping containers and caravans on site and allowed people to stay overnight and possibly longer.
The applicant states there are no footpaths on the land. However, public right of way AX30/72 runs through the site and its full reinstatement should be a condition.
Application - 11/P/0108/F - 1 Council Houses, Downside Rd, Backwell, BS48 3DN
It was agreed that the Council had no comment on this application.
Application - 11/P/0143/F - Milking Parlour, Oakdene Farm, Cox’s Green, Wrington, BS40 5QU
It was agreed that the Council would prefer that the conditions of the original application were maintained. However, if this is not feasible for any reason then a practical style and colour match with the roofing materials on the house and old stables should be ensured.
Application - 11/P/0174/F 31 Garstons Close, Wrington, BS40 5QT
It was agreed that the Council had no comment on this application.
Application - 11/P/0181/PAI - Land at Bristol Airport north and west of Terminal Building, North Side Rd, Wrington, BS48 3DY
It was agreed that the Council is pleased that traffic issues are being addressed but has concerns that reconfiguration of the drop off/pick up parking area will result in increased traffic and temporary parking on Downside Road as drivers will be tempted to use the freight entrance as this will be nearer than the main entrance. Furthermore, it was suggested that if the free parking period is limited to just 10 minutes in the new car park, with the free parking period yet to be confirmed, more drivers will be encouraged to wait outside the site until it becomes convenient to pick up returning air passengers, with these drivers and others using the freight entrance to access the new car park. The Council welcomes the Stone Farm access improvements and the proposed arrangements for car transporters as long as it can be guaranteed that drivers will use the main entrance rather than the freight entrance as, again, this will lead to traffic congestion at the junction of the A38 and Downside Road.
Application - 11/P/0193/F 39 Garstons Close, Wrington, BS40 5QT
It was agreed the Council has no objection but would like a condition that the walls are finished to match the walls of the main house.
8 Other Planning Issues
Cllr Bigg reported that she had received the Planning Inspector’s report on Langford Mushroom Farm (airport-related car parking) and further details of the Localism Bill, offering to circulate the information by email. The offer was welcomed.
