3 Public Participation

4 Minutes of the previous meeting

The Minutes of the meeting held on 15 February 2011 were reviewed and adopted as a true record. There were no matters arising.

5 NSC South Area Planning Committee

The papers for the meeting held on 12 January 2011 were reviewed. It was noted that the only items relating to Wrington were:- Appeal APP/D0121/D/11/2144967 (Patches Barn, Mill Lane, Wrington) and two Appeals concerning 10/P/1080/F (part retrospective application for replacement agricultural barn, Willis’s Batch, Brockley Combe Road, Wrington) It was reported that information on these appeals had not been received from NSC. With regard to 10/P/1080/F (Willis’s Batch) it was agreed that previous comments submitted were adequate. It was further agreed to discuss APP/D0121/D/11/2144967 (Patches Barn) in item 8. Other Planning Issues

6 Decision Notices issued by NSC

A list of decision notices had been circulated prior to the Meeting and these were noted.

7 Planning Applications

A list of planning applications had been circulated prior to the Meeting.

It was agreed that the Council has no comment to make on the proposed internal works but would hope that an appropriately designed television aerial is installed. It was noted that no bat survey had been submitted and it was agreed that the Council would like to suggest one is carried out before any substantial roof works are undertaken. Furthermore, the Council would like to recommend that all structures on site, some of which could be historically significant, are surveyed by the NSC Ecologist, Archaeological Officer, Landscape Officer and Conservation Officer in advance of any further applications. Also, a comprehensive wildlife survey should be undertaken.

It was agreed that the trees have public amenity value, being at the entrance to the village, and there are concerns about the removal of three trees at one time. It was also reported that their removal could cause significant "heave" which might adversely affect the structure of the building.

8 Other Planning Issues

It was reported that a fourteen day period had been allowed for comments but that the notice that been held in NSC’s mail consolidation system for a week, giving no time for the amendment to be considered by the Committee. NSC had been unwilling to delay the decision, with the amendment now approved.

This Appeal relates to enforcement action against an alleged change of use from agriculture to the storage of various materials, with NSC commenting that planning conditions would not be able to overcome the objections. While it was agreed the Clerk would review and report on the history of the site, it was noted that any further written representations are required by 21 March 2011, which is in advance of the next Committee meeting. No comments were proposed.

It was agreed Cllr Glynn would consult some of the residents of The Cottages about the trees overhanging the public footpath and their ownership.

In connection with the trees in the car park behind The Glebe it was agreed that Cllr Rawlins should contact the concerned resident and suggest she speak to the tenants of the properties using the car park to try to establish ownership of the trees. It was further agreed Cllr Glynn would also speak to NSC’s Tree Officer.

The deadline for response is 23 March and it was agreed Cllr Glynn would circulate any proposed response to the consultation.

It was agreed to draft a letter of objection to the proposal, with any comments requested by 8 May.

It was reported that, following an enquiry from a resident concerning possible further landscaping, research had indicated that it appeared the site plans had been changed during the application process to reduce the landscaping required. It was agreed to write to NSC to establish on what basis this reduction in landscaping had been agreed.
