Cllr Bigg and Cllr Yamanaka declared a personal interest in relation to application 11/P/0670/F as Cllr Bigg is a neighbour and Cllr Yamanaka a friend of the residents of the property.

3 Public Participation

4 Minutes of the previous meeting

The Minutes of the meeting held on 19 April 2011 were reviewed. The Minutes were adopted as a true record.

Matters arising:

· NSC proposal to cease providing hard copy details of all planning applications after May 2011

Cllr Glynn reported that he had spoken to Richard Kent, NSC, who had acknowledged the points raised by the Council, advising that there was no firm outcome as yet. It was anticipated that the matter would be discussed at the forthcoming Planning Workshop.

· Footpath AX30/57A (The Glebe to the Surgery) - Tree maintenance/works

Cllr Glynn reported that he had discussed land ownership with a longstanding resident who confirmed that the gardens of the Cottages properties extended to the public footpath and that the inside ‘path’ and access to it are informal. The action is now with the Area Officer who will contact owners of the overhanging trees.

6 Decision Notices issued by NSC

There were no Decision Notices.

7 Planning Applications
A list of planning applications had been circulated prior to the Meeting.

Application – 11/P/0649/F –Lockmore Cottage, Blackmoor, Langford.

It was agreed the Council had no comment to make on this application as the site lies outside the parish boundary.

Application – 11/P/0661/F – Change of use from greenhouse, to biomass boiler and rural workshop, Barley Wood Walled Garden, Long Lane, Wrington

It was noted that a similar application had been submitted last year, ref 10/P/0400/F, but had then been withdrawn. Members felt that clarification was needed on the plans as they currently show provision for 3 workshops and a shop but not for a biomass boiler. If a boiler were to be installed the Council would need to question where the biomass material would be stored and what provision would be made for deliveries and service vehicle parking.

Members also wished to raise concerns about visitor parking provision as the workshops and shop are shown to be located at the top end of the Walled garden which may lead to more cars being parked on the road.

On a further point, there was some discrepancy in the plans on the roof tiling to be used as two types of tiles had been named in the plans, double roman and cedar shingle. The Council would wish to clarify which type of tile would be used to ensure the roof matched the existing building.

Application – 11/P/0670/F – 9 Alburys, Wrington.

It was agreed the Council had no comment to make on this application.

8 Other Planning Issues, including consultations

Bristol Airport Application 09/P/1020/OT2 Section 106 agreement

A summary of the S106 agreement had been provided by Bristol Airport. This was circulated, with members’ attention drawn to item 4. where there is no mention of Wrington Parish receiving funds for Local Highway Improvement Works. It was reported that hard copies are available for members not attending.

· Response to Residential Design Guide Consultation

This had now been submitted to NSC.

· Poultry House at South View Farm, Wrington Hill, ref 07/P/0883/F – Conditions attached to the decision to approve

It was reported that the information provided with the application had been reviewed and the conditions relating to drainage noted. It had been suggested that surface water from this site may have had some effect on the Yeomans Orchard flooding which had occurred after this Poultry House had been built. It was agreed that further investigation is required.

· 3 Bakers Buildings (Jewells) – Enforcement request

Following queries from neighbours and reports of potentially unauthorised works, including demolition, a request for an investigation had been submitted to Enforcement. NSC has since confirmed that this case is now active.

· NSC Development Management Planning Workshop – 11 May

Cllr Glynn, Cllr Bigg and Cllr Yamanaka would like to attend. It was agreed that Cllr Glynn would submit any relevant questions to Development Management prior to the workshop.
