Minutes of a Meeting of the Planning Committee of Wrington Parish Council held in the John Locke room on Tuesday, 5th July, 2011

There were no declarations of interest on known agenda items.

3 Public Participation

There were no members of the public present.

4 Minutes of the previous meeting

The Minutes of the meeting held on 14 June 2011 were reviewed and adopted as a true record.

Matters arising:

· Poultry House at South View Farm, Wrington Hill, Application - 07/P/0883/F
It was reported an acknowledgement had been received to the Council’s letter to NSC concerning surface water drainage and landscaping conditions, requesting investigation by Enforcement.

· NSC Development Management (Planning) Workshop
It was agreed the Assistant Clerk should again contact Richard Kent, NSC, for copies of the presentation.

5 NSC Central Area Planning Committee

It was noted that the Meeting scheduled for 14 July 2011 had been cancelled due to lack of business and that the question to be raised at Parish Voice had been postponed to the Meeting to be held 11 August 2011.

The papers relating to the Central Area Committee Meeting held on 15 June (which had not been received in time for the last Planning Committee meeting) were discussed. The only items relating to the Wrington being:- Appeals relating to Enforcement Notice 2010/0096 (Application 10/P/1080/F, Willis’s Batch) and Enforcement Notice 2010/0789 (Patches Barn). Both Appeals had been dismissed and the Enforcement Notices upheld.

6 Decision Notices issued by NSC

A list of decision notices had been circulated prior to the Meeting and these were noted. In summary:-

· 11/P/0442/F - Brook House – Approved
It was noted that the intended course of surface water drainage from the site has to be approved by John Inman, NSC Drainage Engineer, before work on the development can start. It was also noted that the original condition 19 had been deleted from the application. It was agreed that Cllr Glynn would contact Lee Bowering, Principal Planning Officer NSC, for further information.

· 11/P/0661/F & 11/P/0761/LB - Greenhouse, Barley Wood Walled Garden – Approved

· 11/P/0731/F - Former St Katharine’s Primary School – Withdrawn

· 11/P/0752/F - 3 Bakers Buildings – Approved

· 11/P/0797/F & 11/P/0798/LB - Butts Orchard – Approved

· 11/P/0819/F - 17A Orchard Close - Approved

7 Planning Applications

A list of planning applications had been circulated prior to the Meeting.

Application - 11/P/1089/F - 22 The Cottages, Station Road, Wrington, BS40 5LH

It was agreed that, although the Council would usually support environmentally friendly proposals, as this development is in a prominent location within the Conservation Area it raises potential visual impact issues. Furthermore it would appear the proposed PV panels are not ideally sited to be energy efficient, the roof being east/west facing. It was also noted that the ‘Design, Access and Sustainability’ report did not provide a full technical justification for the proposal, nor comment on any other measures undertaken at the property to ensure energy conservation and efficiency. It was agreed that the Council would object to the application, in particular the installation of PV panels on the west elevation which faces the highway as this would have a negative impact on the street scene and the appearance of the Conservation Area.

Application - 11/P/1144/F - 13 Wiltons, Wrington, BS40 5LS

It was noted that the proposed PV panel installation is on the rear elevation, with no neighbour impacts, and that the property is located outside the Conservation Area. It was agreed the Council had no comment to make on this application.

8 Other Planning Issues

· Draft response to Application 11/P/0943/RM - Bristol Airport
It was reported this was in hand and would shortly be submitted to NSC.

· Application 11/P/1141/F – WVMP surgery in Pudding Pie Lane
It was reported that an email had been sent to Medcentres Ltd who had agreed to send a hard copy of the application drawings and reports. It was agreed the Assistant Clerk should contact them again to ensure this was received quickly.

· Rickyard Road Development – response from Neil Underhay following request for clarification re land ownership
Neil Underhay, Principal Planning Officer NSC, had confirmed by email that NSC considers the pond and ditch to form part of the development, meaning that planning conditions can be enforced if necessary.

· Rickyard Road Development – Management Plan and potential request for enforcement action
It was reported the grass on open areas had now been cut. However, a resident had reported that the contractor was dumping the cuttings both on other ground and in the drainage ditch. It was agreed the Assistant Clerk should contact NSC for a copy of the Management Plan.

· Old Bell Court – outstanding issues
Cllr Glynn is to meet with Phil Braddick, Summerfield Developments, to review the conditions attached to the Decision Notice and any outstanding issues. These include the street name signs, the footway outside the old Richards Store, the street lights and the plan agreed for future management of the development site.

· Potential Tree Works – Sycamore by Wrington notice board
It was agreed that the Assistant Clerk would contact NSC’s Tree Officer to ask for a recommendation on management of this tree.

· Potential Tree Works – Tincknell’s Row.
Following concerns raised by a resident, it was agreed that the Assistant Clerk would seek guidance from the NSC Tree Officer.
