2 Declarations of Interest
Cllr Ledbury declared a personal interest in relation to application 11/P/1855/F (Honnalee, Broad St, Wrington) and application 11/P/1739/WT (6 Old Bell Court, Wrington) as she is a friend of the residents of the properties concerned. Cllr Bigg declared a personal interest in relation to application 11/P/1815/F (4 Alburys, Wrington) as she is a neighbour of the property.
3 Public Participation
There were no members of the public present.
4 Minutes of the previous meeting
The Minutes of the meeting held on 27 September 2011 were reviewed and adopted as a true record.
Matters arising:
· Old Bell Court
It was reported this was still on going, with information awaited from both the lighting supplier and the developer.
5 NSC Central Area Planning Committee
The papers for the meeting held on 13 October 2011 were reviewed. It was noted that the only items relating to Wrington were:-
· The Council’s question raised at Parish Voice. It was noted that NSC’s response to the issues raised had not yet been received and it was agreed the Clerk should send a copy of the question to Jill Iles, Chair NSC Central Area Planning Committee, as a reminder.
· Medcentres planning application 11/P/1141/F. The report on the Committee’s discussion in the issues raised by the application was noted, and that the report was to be forwarded to South Area.

A list of decision notices had been circulated prior to the Meeting and these were noted. In summary:-

It was also noted that NSC had delayed the decision on 11/P/1714/TPO (Webbsbrook House, Silver Street, Wrington, BS40 5QL) until 6 December 2011 and it was agreed to write to NSC querying the apparent anomaly between this and the decision on 11/P/1713/WT.

It was agreed the Council has no comment to make on this application.
Application - 11/P/1792/F - Cinderford Cottage, Ropers Lane, Wrington, BS40 5NH
It was agreed the Council has no comment to make on this application.
Application - 11/P/1804/PAI Bristol Airport, BS48 3DY
As NSC had already approved the application, it was agreed the Council had no comment to make. However, it was agreed to contact NSC querying why the Council were no longer receiving hard copies of documents for proposed permitted development applications.
Application - 11/P/1815/F 4 Alburys, Wrington, BS40 5NZ
It was agreed the Council has no objection in principle to the proposed development but has concerns about the potential neighbour impacts as the wall of the side extension runs along the boundary with the neighbouring property.
Application - 11/P/1836/F Westward Court, 8 Westward Close, Wrington, BS40 5LL
The Council discussed the fact that there have been several installations of solar panels in recent months, some within the Conservation Area but mostly outside, and agreed to submit an objection to the proposed development, as a matter of principle and for consistency. It was further agreed to make reference to the Decision Notice on 22 The Cottages, Station Road (11/P/1089/F) where the Council submitted an objection to the application for installation of solar panels which was refused by NSC because “The proposed installation of 5no solar panels on the front roof slope will result in harm to the character and appearance of the Wrington Conservation Area, which is contrary to policy ECH/3 of the North Somerset Replacement Local Plan and to policies HE7 and HE9 of the Planning Policy Statement 5: Planning for the Historic Environment.”

It was agreed the Council has no comment to make on this application.
8 Other Planning Issues
· NSC LDF Core Strategy, Examination in Public and response to the draft Weston Villages Supplementary Planning Document (SPD)
The forthcoming public Examination (commencing 8 November 2011) was noted. The Council’s response to the SPD was acknowledged.
· Draft National Planning Policy Framework (NPPF)
It was reported that the Council’s response to the NPPF consultation had been submitted and it was noted that this policy proposal might be further amended in due course, with a further consultation possible.
· NSC Guidance on Delivering Affordable Rural Housing
It was agreed to accept an offer of a visit from Carol Pike. NSC Housing Development Officer, to meet with the Council. It was further agreed to discuss the agenda (which should include an item on “needs assessment”) for her visit at the next Planning Committee Meeting (8 November 2011).
· Medcentres planning application, 11/P/1141/F
It was reported that NSC were yet to confirm who could speak against the application at the South Area meeting to be held 20 October. It was further reported that a letter had been sent to the South Area Committee Members stressing the Council’s concerns and the planning and community issues involved.
· Any other issues outstanding or to be raised
Councillors were made aware that a copy of CPRE’s document “How to respond to planning applications: an 8-step guide” is available in the office and that more copies could be obtained if required.
