2 Declarations of Interest

There were no declarations of interest on known agenda items.

3 Public Participation

Present: Mr T Collins, Mrs F Urquhart, Mrs A Ledbury, Mr A Tandy, Mr & Mrs Owen and Mr & Mrs Robinson.

Mr Collins spoke about planning application 11/P/1971/F (Unit 2, Richards Stores, Broad Street, Wrington, BS40 5LA), explaining the background to the proposal and his objectives in seeking permission for the change of use. Some of the other members of the public present expressed their concerns about the application on the grounds of potential problems with noise, litter, traffic, parking and impact on surrounding neighbours. Furthermore, it was suggested there was insufficient evidence that the building was not viable for A1 use.

The Chair offered to bring forward the relevant part of Agenda Item 7 to allow members of the public to listen to the Council’s discussion on this subject without delay.

Application 11/P/1971/F - Unit 2, Richards Stores, Broad Street, Wrington, BS40 5LA

It was acknowledged that the development might provide an employment opportunity for one or two local residents, especially younger people. After discussing the issues at length, it was agreed to submit a comment listing the concerns of both residents and Councillors, including issues relating to:-

· The Conservation Area location and concerns about its suitability for the proposed development.

· Parking - generally on Broad Street.

· Parking - potential to obstruct access to Old Bell Court (affecting elderly residents, carers and emergency services access).

· Potential neighbour disturbance, including odour, noise and litter (plans don't show Old Bell Court, so don't therefore give full a  
  picture of neighbours who couldbe affected).

· Potential impact on existing village businesses.

· No evidence presented to show that the premises are not viable as A1.

· Should A5 permission be granted, even if conditions are attached there is no guarantee what will happen in the future.

It agreed to suggest that, if the application were to be approved, conditions are included relating to opening hours, types of food, etc.

Finally, it was queried if NSC had a benchmark for what is an acceptable market rent for A1 use and whether it could be demonstrated that the business had been advertised appropriately for A1 use.

4 Minutes of the previous meeting

The Minutes of the meeting held on 18 October 2011 were reviewed and adopted as a true record.

Matters arising:

· Old Bell Court

It was reported that details of the specification and prices for replacement lanterns for the street lights concerned had been received from Urbis (the manufacturers) for consideration by the developer (Summerfield Developments).

· Applications 11/P/1713/WT and 11/P/1714/TPO (Webbsbrook House, Silver Street, Wrington, BS40 5QL)

It was reported that NSC had been contacted querying the apparent anomaly between the two decisions.

5 NSC Central Area Planning Committee

It was noted that the meeting scheduled for 10 November 2011 had been cancelled due to a lack of business.

6 Decision Notices issued by NSC

A list of decision notices had been circulated prior to the Meeting and these were noted. In summary:-

· 11/P/1563/F - Field South of South View Farm, Wrington Hill, Wrington, BS40 5PL - Approved.

· 11/P/1739/WT - 6 Old Bell Court, Broad Street, Wrington, BS40 5QH – Approved.

7 Planning Applications

A list of planning applications had been circulated prior to the Meeting.

Application - 11/P/1924/F - Field to rear of 10 Yew Tree Close, Langford, BS40 5DP

It was agreed to submit a comment that the Council supports use of alternative energies, including solar panels, but has concerns over the installation of free-standing PV panel units in a green field.

Application - 11/P/1932/F - Land to south west of Barley Wood Stables, Long Lane, Wrington

It was agreed the Council would like to object to the application on the grounds that it is for a significant number of panels in Green Belt, particularly when there appear to be suitable alternative locations available (internal and external roofs). Furthermore the proposed installation would be visible from the surrounding countryside.

Application - 11/P/1944/F - 11 The Cottages. Station Road, Wrington, BS40 5LH

It was agreed the Council had no objection in principle to the proposed development but would like to query the apparent change to the roof as shown on one drawing but not mentioned in the application.

8 Other Planning Issues

· NSC proposal to stop sending hard copy details of planning Decision Notices (as per Jason Beale’s email 31 October 2011) – consideration of the Council’s position.

It was agreed the Council had no objection to the proposed change and to advise NSC accordingly.

· Appeal APP/D0121/C/11/2160227, against enforcement notice following an alleged breach of planning control at St Katherines Farm, Downside Road, Backwell, Bristol, BS48 3DZ.

It was noted that, although papers had been received from NSC, this property was no longer within the Parish and that Cllr Glynn would contact Backwell Parish Council to make sure they were aware of the Appeal.

· NSC Guidance on Delivering Affordable Rural Housing

It had already been agreed to accept an offer of a visit from Carol Pike, NSC Housing Development Officer, to meet with the Council at a Planning Committee Meeting. However, as Carol Pike is unavailable on a Tuesday it was agreed to try and co-ordinate the visit with an Environment Working Group meeting.

· Medcentres planning application, 11/P/1141/F

The Decision Notice was noted and Councillors were made aware that a copy was available for inspection in the Council office.
