4 Minutes of the previous meeting
The Minutes of the meeting held on 29 November 2011 were reviewed and adopted as a true record.
Matters arising:
Following a discussion on the comment submitted to NSC on planning application 11/P/2117/RG3 (Wrington C of E Primary School, School Road, Wrington, BS40 5NA) it was agreed to confirm whether the toilet facilities would be for pupil or child use.
5 NSC Central Area Planning Committee
There were no meeting papers to be reviewed.
6 Decision Notices issued by NSC
A list of decision notices had been circulated prior to the Meeting and these were noted. In summary:-
· 11/P/1815/F - 4 Alburys, Wrington, BS40 5NZ - Approved
· 11/P/1932/F - Land to south west of Barley Wood Stables, Long Lane, Wrington - Approved
In relation to 11/P/1932/F (Land to south west of Barley Wood Stables, Long Lane, Wrington) it was agreed to contact NSC for clarification on the Decision Notice namely clarification of the “special circumstances” cited that mitigated the acknowledged inappropriateness of the installation of solar panels in the Green Belt.
7 Planning Applications
A list of planning applications had been circulated prior to the Meeting.

It was agreed the Council had no comment to make on this application.
Application - 11/P/2136/F - 5 Redcroft, Redhill, Wrington, BS40 5SL
It was agreed the Council had no comment to make on this application.
Application - 11/P/2190/RM - Bristol Airport, A38 Bristol Road, Wrington BS40 3DY
It was agreed the Council had no objection in principle to the proposed development but, taking into account the large size of the proposed structure and related hard standing, would comment on the provision for surface water drainage and the related potential for flood risk. It was also agreed to raise the issue with John Inman, Principal Drainage Engineer, NSC. Concern was also expressed about the potential visual impact and the related need for landscaping.
8 Other Planning Issues
· SOS’s letter of complaint ref Medcentres planning application, 11/P/1141/F
A copy of the letter had been circulated prior to the Meeting. Cllr Robinson reported that as John Gowar (the author of the letter) was on holiday, it was not known if a response had been received from NSC Planning.
· Gatcombe Farm, off West Hay Road, ref caravans on site
In relation to reports that caravans on the Gatcombe Farm site are being used as residential accommodation and a subsequent update provided by Cllr Yamanaka, it was agreed to contact the relevant NSC Enforcement Officer to confirm the timescale for reviewing the situation.
